History: Professor Elm @ Bulbapedia
Personality: Professor Elm is a highly credited Pokémon scientist, attributed to the study of abnormal abilities, the discovery of Pokémon Breeding, and, according to Professor Samuel Oak, is the best when it comes to Pokémon Evolution.
Despite all this high praise, however, the Professor is shown to be scatter-brained and disorganised when he gets into his work. He seems to be quite the workaholic, not going home for days at a time. This is partly due to the fact he only has one aide, but most likely due to his drive for knowledge.
Even though he often doesn't go home, Professor Elm seems like a doting father. His son wants to grow up to be a Pokémon Professor, and his wife shows considerable concern when her husband gets in a research frenzy.
He seems incredibly modest, only claiming to be the expert on Pokémon abilities, the other reports coming from other people. He holds Professor Oak in the highest regard, and likely does the same for his other colleagues in other regions.
Professor Elm is incredibly generous. He freely gives one of the three Johto Starter Pokémon, Cyndaquil, Totodile, and Chikorita, to Ethan or Lyra to run an errand for him to Mr. Pokémon's house. Knowing they would need Pokémon to get to Route 31, he lets them keep the Pokémon afterwards. He also gifts Ethan or Lyra with a ticket for the S.S. Aqua to Kanto and the Master Ball. He is also shown to care a lot for the Pokémon in his care. When another Starter Pokémon is stolen from his lab, he's shown to be concerned for the Pokémon more than the break-in, and clearly blames himself.
All in all, Professor Elm is a kindly man who gets a bit too over his head at times. He is well learned in his chosen field, and delights in the ability to make new discoveries. He's modest about his knowledge, and is likely able to learn a lot more about different subjects quite easily.
Why do you think your character would work in this setting? Professor Elm is to be fluxed in and, initially, he'll be shell-shocked, as he rarely leaves New Bark Town due to being understaffed at the lab. Soon, however, he should settle into life in New Dodge.
He'll probably take on Library Supervisor or a position at the Research Centre. Perhaps both, with his research taking on a part-time basis.

First-Person Sample: I've been in New Dodge for a while now, and I've come to learn that being here does not hinder Pokémon growth. It seems the six Pokémon I found myself here with are thriving and happy, and that is one load off my mind at least. From my research into Pokémon breeding, I have the required parents in order to start producing offspring, but I would rather find suitable trainers for the Chikorita, Cyndaquil and Totodile first.
[Elm pauses in his scribbling as something butts against his head and he feels a slight tingling.] Okay, Mareep. Just ten more minutes and I'll feed you. You can wait that long, right? [The sheep-like Pokémon gives a bleat and trots off. Elm smiles and turns back to his writing.]
My notes on Mega Evolution also arrived with me, and I believe my reasoning for capturing a Mareep outside of Goldenrod City before fluxing to New Dodge is sound. From what Professor Sycamore says, Mareep may be capable of Mega Evolution. This warrants further research, however.
[A sigh as he closes his notebook, picking up the two Poké Balls off his desk.]
